Answers:(This is still chromatography. There's a lot of different ways it can be done, maybe your earlier lesson on "chromatography tests" did it differently? And it's a bit hidden by the use of candy and all the cups.)
Yes; diffusion allowed the dye to reach all the water in the cup without stirring, and also to go up the paper. Everything did reach equilibrium. Not sure osmosis really applies in filter paper.
